Is There a New Citizenship Test?

Yes! Unfortunately, the U.S. Citizenship and Immigration Services (USCIS) is making the naturalization civics test harder. This new, more challenging test will apply to all applicants who file their Form N-400 on or after October 18, 2025. Avoid the Harder Test by filing your application before the deadline, you'll be able to take the current, simpler test.

Becoming a U.S. citizen gives you the right to vote. Filing now ensures you can participate in next year's elections.


1. New Question Pool and Number of Questions


  • Expanded Question Pool: The number of questions you must study has increased from 100 to 128. The new questions cover a broader range of topics, including spe

    cific historical figures and concepts like the Federalist Papers and the 10th Amendment.

  • More Questions Asked: The USCIS officer will now ask you 20 questions during the interview, compared to the 10 questions asked in the current test.


2. Passing Score and Oral Administration


  • Passing Requirement: To pass the new test, you must correctly answer 12 out of the 20 questions. This is a significant increase from the current requirement of 6 out of 10.

  • Test Format: The test remains an oral exam. The USCIS officer will ask the questions, and you must provide the answer verbally. The test will stop as soon as you either pass (get 12 correct answers) or fail (get 9 incorrect answers).


3. English and Other Requirements


The new test primarily affects the civics portion. The other naturalization requirements for the English test and demonstrating good moral character remain in place, though some are subject to increased scrutiny:

  • English Test: You must still demonstrate the ability to read, write, and speak basic English. The officer will assess this during your interview.

  • Good Moral Character: The USCIS has announced a stricter review of the "good moral character" requirement, which may include expanded background and "neighborhood checks" to verify an applicant's eligibility.


Special Exemption for Older Applicants


There is a special consideration for older applicants that remains in effect:

  • If you are 65 years old or older and have been a lawful permanent resident for at least 20 years, you will still take a modified, simpler version of the test. You will be asked 10 questions from a special set of 20 questions, and you must answer 6 correctly to pass. You are also allowed to take this test in the language of your choice.


Regardless of the changes, obtaining citizenship is in your best interest. As a citizen, you can vote and work in US jobs, among other benefits. If you have any criminal records, it is strongly advised to consult with an attorney.
